The government authority in Maryland is seeking consultant services focused on humanitarian cash, markets, food security, and livelihoods. The aim is to support individuals and households by providing the means to survive with dignity, rebuild homes and lives, and enhance their stability and resilience for long-term recovery.
Services will include the provision of humanitarian food assistance and emergency support for livelihoods, enabling households to cope with crises while beginning their recovery process. Consultants will conduct comprehensive market analyses, including multi-sectoral market assessments for basic needs programming and sector-specific assessments to inform food security and shelter responses.
Responsibilities also include managing the initiation and implementation of response activities such as multi-purpose cash assistance, cash and voucher assistance for basic needs (including food), in-kind food assistance, and emergency livelihoods programs. Additional duties involve developing targeting strategies for basic needs and food assistance, analyzing the feasibility of cash support, and implementing digital cash and voucher delivery mechanisms. The consultant will also be responsible for preparing Standard Operating Procedures and monitoring tools for effective implementation.
