The City of Philadelphia is seeking an experienced vendor to deliver a comprehensive human trafficking awareness and prevention campaign within Pennsylvania. The selected organization will be responsible for providing 24/7 mobile case management services, coordinating with local, state, and federal law enforcement agencies as appropriate and with survivor consent, and working closely with community-based organizations and social service providers. This coordination aims to ensure survivors receive timely access to emergency shelter, safe housing, food, clothing, medical care, and other immediate support.
Additional responsibilities include increasing public awareness of both sex and labor trafficking among businesses and front-line staff, as well as educating leadership on relevant policies, protocols, and prevention strategies. The campaign must include the development of culturally responsive materials, translated into the ten most commonly spoken languages in Philadelphia, as well as languages spoken by teams participating in FIFA matches hosted in the region.
The vendor will also be expected to coordinate efforts with City departments to maintain consistent messaging, branding, and alignment with public safety initiatives. Training content developed as part of the campaign should be trauma-informed and culturally responsive, adhering to City policies and procedures. The contract will be for a one-year term.
