The Commonwealth of Pennsylvania is seeking a vendor to provide a comprehensive Human Resources Information System (HRIS) that integrates payroll, attendance, scheduling, recruiting, compliance, and related HR functions. The desired HRIS must be adaptable to various workweek schedules, accommodating differences across unions, and must support the processing of payroll, including handling employee withholdings and remittances to third-party vendors. The system should also serve the needs of three pension plans.

Key features required include robust attendance tracking and scheduling for multiple shifts, full HR functionality including tracking of employment actions to remain compliant with EEO4/affirmative action federal reporting mandates, as well as integrated recruiting and onboarding capabilities for new hires. Additional requirements encompass a learning and performance management module with headcount planning, and payroll processing functions such as the management of garnishments and deductions (both pre- and post-tax), issuing third-party checks, and generating detailed payroll and check reports. The system must also support digital check printing, future-dated transactions, interfaces with decentralized timekeeping, and year-end accruals of salaries and benefits.

Questions regarding the system must be submitted by January 9, 2026. The initial contract term will be for two years.
