DESCRIPTION


The county is seeking a vendor to provide implementation services for its selected Human Capital Management (HCM) platform. The platform is intended to support the full employee lifecycle from hire to retirement while improving visibility into workforce data and standardizing human resources, payroll, and workforce management processes across departments.

The scope includes configuring core employee and position foundations such as job architecture, job profiles, organizational structure, position management, employee records, and employment history. The project also includes time and attendance configuration, including time entry, calculation rules, exception handling, approvals, accruals, leave eligibility, and support for public-sector and union rules.
