The issuing organization is seeking a vendor to provide HR flex spending account administration services in Minnesota. The scope includes recordkeeping and claims administration capabilities such as eligibility file processing, system integration, claims adjudication, reimbursement administration, and handling of COBRA and post-employment accounts. The selected vendor is also expected to coordinate reimbursements across account types, including FSA and HRA, and demonstrate strong internal controls, audit processes, and reconciliation practices.
The request emphasizes reporting capabilities, system usability, participant and employer access, and support for related compliance functions such as ACA reporting, including 1095-B and PCORI fee requirements, as well as dependent eligibility audits. Vendors should demonstrate innovation and automation in service delivery, including the use of technology and AI where applicable, along with experience administering both HRA and HSA accounts.
The project also includes transition and implementation requirements, including data migration of historical claims and balances, minimizing disruption and blackout periods, and providing a communication strategy during transition. Proposals should address the qualifications of the implementation team and ongoing account management team. All questions are due no later than May 28, 2026.
