The Medical Readiness Contracting Office – Pacific (MRCO–P) intends to issue a solicitation for a firm fixed–price, non–personal services contract for Hospital Aseptic Management System (HAMS) Services for the 51st Medical Group at Osan Air Base, South Korea. As a condition of employment, contract providers must meet all applicable credentialing requirements outlined in this PWS and all Government regulatory guidelines and be fully qualified to perform independently within the scope of their practice.Required qualifications include but are not limited to:(1) The Contractor shall have a minimum of two (2) years of experience within the last seven (7) years from the issuance date of this solicitation in housekeeping service with healthcare/patient care environments.(2) The Contractor shall have current and valid Hygiene Management Permission license under Management of Public Health Act issued by the Republic of Korea (ROK) Government.(3) The Contractor shall assign an Executive Housekeeper (EH) and Assistant Executive Housekeeper (AEH) to serve solely in the MTF campus of this contract. The EH shall be assigned full time duty residence (during the normal working hours of the MTF) as the onsite management representative of the Contractor at the MTF campus. The EH shall be available on–site during duty hours. The Contractor shall present a written certification to the Contracting Officer (KO) that the EH meets the requirements of this Performance Work Statement (PWS) with Korean equivalents certification/training requirements for onsite management. These certifications shall be presented to the KO in Medical Facility Adapted Manual (MFAM).(4) Experience Requirements:(a) One (1) year of consecutive experience, during the last seven (7) years, as an Executive Housekeeper (for EH position) and Assistant Executive Housekeeper (for AEH position) at a full–service hospital with responsibilities that included departmental procedures, supervision, scheduling work assignments, training, quality assurance and overall contract performance.(b) A current and valid Annual Hygiene Training Certificate issued by Korean Facility Hygiene Management Association.(5) The Contractor shall assign an EH and AEH who is able to speak, read, and write in English in order to effectively communicate with Government personnel. Factors used to determine English reading, speaking, listening, and writing shall be, at a minimum, one of the following documents: Test of English for International Communication (TOEIC) score 700 or higher; or TOEIC Speaking Test score 120 or higher.This requirement is for a period of performance from 01 April 2026 through 30 September 2027 (6–Month Base Period), plus four (4) one–year option periods, and FAR 52.217–8, Option to Extend Services. The proposed acquisition will be full and open competition. The NAICS code for this proposed procurement is 561720 and the annual size standard is $22M. This solicitation package will be available on the SAM.gov website (https://SAM.gov/). No paper copies of the solicitation will be issued, and no solicitation mailing list will be compiled.NOTICE TO OFFERORSAll sources may submit a quote as applicable. However, the Republic of Korea (ROK)–United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award.Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
