The government authority in Minnesota is seeking a vendor to provide homeless response system services with a focus on prevention and supportive housing for youth aged 16 to 24, as well as homeless crisis response services for both youth and adult populations.
Youth prevention services play a critical role in preventing evictions, supporting avoidance of entry into emergency shelter systems, and addressing crises that threaten household safety, well-being, educational stability, and employment opportunities. Eligible services may include housing navigation, housing counselling with a focus on youth tenant rights and renter education, case management, healthcare access, independent living skills such as financial literacy, education and career planning (including aid with certifications, interview preparation, and attire), financial assistance, help with apartment furnishing, and transportation assistance.
A pre-bid meeting is scheduled for March 10, 2026, and all questions related to the RFP must be submitted by March 17, 2026.
Best-fit vendors:
• Experience delivering homeless prevention and supportive housing services
• Expertise in youth case management and housing navigation
• Familiarity with crisis response for both youth and adult populations
• Demonstrated capacity for healthcare access and independent living skills programs
• Track record working with government or community agencies in Minnesota
