The contractor must facilitate properly coordinated staff outreach efforts, ensure clinically sound and well-tracked interventions, and place homeless individuals in appropriate environments. Staff should be professionally committed and adequately trained. Outreach services will be conducted at designated catchment areas, and operational hours for the management representative will be as-needed to provide supervision and attend scheduled meetings.
