The government authority in Illinois is seeking a vendor to provide comprehensive home underwriting consulting services. The consultant will be responsible for evaluating developer experience and capacity, conducting financial reviews—including assessing sources and uses of funds, operating proformas, and financial statements—and structuring financing deals in conjunction with public sector economic development programs.

Services will also include reviewing appraisals, cost assumptions, capital budgets, operating statements, marketing data, and funding commitments. Advising on tax credit equity sources, requirements, and structuring is required, as well as identifying additional funding sources pertinent to commercial, industrial, and residential real estate, and business credit transactions.

The contract will span one year, and all questions related to the solicitation must be submitted by March 19, 2026.
