The goal is to establish a master purchasing agreement with vendors capable of supporting a broad spectrum of academic, research, and administrative functions within higher education institutions.

The required solution must encompass core academic capabilities such as curriculum management—including planning, design, production, accreditation, and continuous improvement—as well as full support of the student lifecycle, from recruitment and admission through completion and ongoing support. Vendors should also address key research functions, including research planning, funding strategies, project execution, and dissemination of results.

In addition to academic and research components, the solution should facilitate various administrative operations such as strategic and stakeholder engagement, advancement, relationship management, human resources, finance, library services, housing/accommodation, and information management. Interested vendors must submit any questions regarding the solicitation by January 16, 2026.
