DESCRIPTION


This RFP seeks qualified vendors and technology providers to deliver high-speed vehicle data collection camera sensor systems for the Florida State Highway System. The agency is interested in AI-enabled camera sensor solutions capable of continuous, high-accuracy vehicle data collection in 24/7 operations, including challenging high-speed traffic environments and diverse climatic conditions. Systems must demonstrate a minimum vehicle detection and classification accuracy of 95% and support classification for at least 13 FHWA vehicle classes.

Key functional requirements include accurate vehicle speed estimation (within ±5% of actual speed at highway speeds), lane-level vehicle detection (including lane changes and congested situations), and real-time reporting of traffic volume and lane occupancy. The systems must operate reliably in all weather conditions, temperature extremes from –10°C to 60°C, and provide effective night-time performance through infrared or low-light imaging capabilities.

Vendors must deliver structured data outputs (such as PRN, JSON, XML) with timestamped records and ensure compatibility with FDOT’s Transportation Data Management Systems (TDMS). Cybersecurity compliance with the NIST Cybersecurity Framework or equivalent is required for all data handling. The contract period is for one year.
