The project requires a vendor to provide healthcare systems change implementation services focused on capacity building for the implementation of Years 6–10 of a collective action framework aimed at reducing infant mortality. The selected contractor will assess current challenges, identify gaps, and determine community needs specific to infant mortality reduction, with a particular emphasis on addressing black infant mortality rates.

Responsibilities include developing and executing tailored strategies to reduce infant mortality, building capacity within healthcare systems, community organizations, and families to sustain these solutions, and leveraging relationship building to drive meaningful systems change. The vendor will conduct in-depth needs assessments using data analysis, stakeholder interviews, and focus groups with impacted communities.

Custom solutions will be designed using assessment data, evidence-based practices, and health equity principles. The provider will also pilot interventions in collaboration with healthcare providers, community organizations, and public health agencies. Additional tasks include delivering custom learning interventions for providers on harm mitigation, culturally competent care, and respectful maternal and infant health practices, as well as coaching leadership to improve effectiveness and address accountability barriers.
