The state of Indiana is seeking a qualified vendor to develop, implement, and maintain a comprehensive healthcare emergency system. This system will serve as a robust, real-time reporting and data delivery platform for hospitals, emergency medical services (EMS), public health organizations, and other healthcare entities across the state. In addition, the solution will include a volunteer notification and accountability system to enhance the coordination of emergency response efforts.
A core function of the system is to support a statewide Medical Operations Coordination Centre (MOCC), serving as a centralized 24/7 hub for hospital and EMS operational reporting, patient transfer coordination, and resource alignment. The project’s primary goal is to improve the quality and efficiency of statewide care coordination and the transport of rural residents who depend on interfacility transfers for trauma, stroke, psychiatric, and OB/GYN emergencies.
The system must provide secure network-based delivery around the clock for emergency settings and facilitate the capture, management, and reporting of essential elements of information (EEI) necessary for effective emergency management. This includes data such as bed capacity and utilization (ICU, medical/surgical, pediatric, behavioral health), ventilator availability, generator and power status, emergency department functionality, staffing levels, and surge capacity indicators. Information must be accessible from a range of healthcare facilities, including hospitals, EMS, long-term care, dialysis centers, local health departments, urgent care clinics, FQHCs, community and rural health centers, rehabilitation facilities, and behavioral mental health providers.
The contract duration will be one year. A pre-bid meeting is scheduled, and all vendor questions must be submitted by the specified deadline.
