Health Reimbursement Arrangement, Flexible Spending Account, and COBRA Administration Services

The issuing agency is seeking a vendor to provide administration services for its Health Reimbursement Arrangement (HRA), Flexible Spending Account (FSA), and Continuation of Benefits (COBRA) programs. The scope includes administration and reconciliation of the COBRA program and the state Assembly Bill 528 program under California Education Code 7000, as well as support for employee and eligible dependent participation.

The selected firm will also administer reimbursement of Medicare premiums to retirees through a separate HRA arrangement. Services include enabling retirees to submit proof of Medicare premiums, applying appropriate business rules, and processing reimbursements through the HRA mechanism. In addition, the contractor will provide monthly claims payment summary reports to support eligible expenditures.

The vendor will be responsible for account setup, development and release of eligibility information, and all customary work required to establish, manage, and coordinate these benefit accounts. The contractor must also provide open enrollment literature, outreach, education and training, and proactive customer service. Reimbursement claims must be accepted by hard copy, fax, and electronic submission. Questions are due by August 21, 2026, and an optional pre-bid meeting will be held on August 11, 2026. The anticipated contract term is five years.
