A vendor is sought to provide hazardous material management system (HMMS) software and sustainment support services in Pennsylvania, addressing both regulatory reporting and military logistics requirements. The solution must deliver fully automated lifecycle management for hazardous materials, including tracking consumption, managing licenses and permits, overseeing training, handling pharmacy decanting activities, and supporting emergency planning and tri-annual community reporting. Additionally, the system should enable emerging chemical and supply chain risk management.

The HMMS must serve as the authoritative system and repository of record, meeting the requirements outlined in HAZCOM 313 and 29 CFR regulations for Safety Data Sheets and Global Harmonization System (GHS) international labeling. The software must ensure compliance with European and other international shipping regulations crucial for the movement of military property and support the warfighter mission.

Key capabilities include integration with the Federal Logistics Information System, Hazardous Material Indicator Code, and Electronic Turn-In processes. The system should connect Safety Data Sheet information to contractual data in Wide Area Workflow and link warehousing details from Disposal Turn-In Documents to NSN-level reporting for Tier II compliance. The HMMS must also support tracking United Nations standard packaging with internationally accepted labeling at the NSN, service mode, and location level, complying with Defense Logistics Management Standards (DLMS), Electronic Data Interchange (EDI) regulations, and supporting multiple hosting configurations for Authority to Operate. A pre-acquisition control process must be included, tying safety plans to the chemical level to prevent the procurement and base introduction of unsafe or non-compliant chemicals.
