A performance-based contract opportunity is available for grounds maintenance and landscaping services at several military installations in Virginia, including Joint Expeditionary Base Little Creek – Fort Story in Virginia Beach, Naval Weapons Station Yorktown in Yorktown, Cheatham Annex in Williamsburg, as well as other designated areas of responsibility.
The contractor will be required to provide all necessary labor, management, supervision, tools, materials, and equipment to complete a wide range of grounds maintenance and landscaping tasks. Services include routine and specialized care for improved and semi-improved grounds, lawn care, vegetation control, operation of irrigation systems, debris removal, maintenance of shrubs, hedges, trees, and plants, as well as upkeep of plant beds, artificial turf, xeriscape areas, storm drainage systems, parking lot vegetation, road sweeping, and similar duties as described in the Performance Work Statement (PWS).
Evaluation for contract award will follow Source Selection procedures, specifically the Lowest Price Technically Acceptable (LPTA) method. Offerors must submit proposals addressing all required evaluation factors as outlined in the solicitation. The contract will be Firm Fixed Price (FFP) with Indefinite Delivery/Indefinite Quantity (IDIQ) provisions for both recurring and non-recurring services.
