The state of Texas is seeking a qualified vendor to provide a secure and customizable grant management system. This system must include a user-friendly portal for applicants that supports all stages of the grant lifecycle, accommodates collaborators, and manages both single and multi-stage application processes. The platform should enable the creation of dynamic online forms that feature auto-save, data validation, maximum word counts, conditional logic, and integrated help texts. Additionally, the system must offer secure upload and storage capabilities for supporting documents, and provide real-time status tracking for both administrative users and applicants, including drafts.
Key requirements include automated email functionality that allows messages to be sent from individual addresses with replies received directly in those inboxes. The reviewer portal must ensure that each user only has access to their assigned reviews in a single, secure platform, with real-time tracking of reviewer assignments. The system should also support customizable scoring rubrics, weighted criteria, ranked voting, and enable reviewers to enter detailed scores and comments. Tools to track grantee goals against actual impact are also necessary. The contract term for this grant management system will be five years.
