DESCRIPTION

A Texas-based issuing organization is seeking a vendor to provide a grant and contract management solution, including implementation, managed services, maintenance, support, and future system enhancements. The requested application must support the creation, management, tracking, and closure of grant and contract records, while maintaining related information for projects, programs, vendors, funding, documents, payments, amendments, compliance, and reporting.

The solution is expected to route records, documents, approvals, reviews, and tasks through configurable workflows and provide role-based access for staff, administrators, managers, external users, and other authorized users. It must also support document and form generation, storage, routing, editing, approval, and tracking, along with status tracking, notifications, due dates, task assignments, audit history, and record history.

In addition, the system should enable authorized users to search, filter, report on, export, and analyze data. Dashboard functionality is required to help users and managers monitor workload, pending actions, overdue items, compliance status, contract status, payment status, and other operational metrics. The platform should also reduce duplicate data entry by carrying forward relevant information across related records and processes, and include administrative capabilities such as user and role management, workflow configuration, template management, report configuration, and routine system settings.

Questions are due by July 20, 2026. A mandatory pre-response conference will be held on July 16, 2026. The contract term will be for one year.
