DESCRIPTION
The procuring organization is seeking a vendor to provide government relations and strategic support services in connection with the financing of a major infrastructure project. The scope includes strategic analysis of funding opportunities, development of a government relations approach tailored to the project stage, and ongoing strategic monitoring related to infrastructure financing.
The selected vendor will also support the preparation of meetings, presentations, and briefing materials; assist with structuring the project by functional components; and draft, revise, and adapt submission documents. Services also include strategic representation in both French and English, development and implementation of an integrated government financing strategy, and continuous monitoring, reporting, and strategic adjustments.
In addition, the assignment includes identifying and mobilizing potential private partners and supporting the development of complementary funding strategies, such as corporate partnerships, sponsorships, and private or philanthropic contributions, in alignment with the institution's positioning and governance requirements. A pre-bid meeting is scheduled for June 3, 2026, and questions must be submitted by June 4, 2026.
