(1) Vendor needs to provide global education policy dashboard solution.– Using collected data to analyze the factors that predict variance in student learning outcomes; and – Informing the future collection of administrative data.– Organize and archive surveys; ensure archiving is aligned to the Data Documentation Initiative and Dublin Core Metadata standards.– Develop a survey implementation plan, constituting the field plan, field protocol, and data management plan.– Reproduce the surveys and other data collection materials sufficiently to cover the needs of the study.– The dashboard highlights gaps between what the evidence suggests is effective in promoting learning and what is happening in practice in each system; and – Provides a way for governments to track progress as they take action to close those gaps.
