(1) Vendor needs to provide GIS based route development and optimization software. Agency is inviting proposals for the development of GIS–based curbside collection routes and supply, implementation, and support of a Route Optimization Software system to support the launch of a new seasonal Leaf and Yard Waste Collection Program. GIS–Based Route Development: The respondent shall be responsible for designing efficient, GIS–based curbside collection routes to support the agency’s new seasonal L&YW Collection Program. Routes shall reflect operational restrictions and leaf and yard waste volumes typical of a fall season. Routes shall be structured to support practical, balanced, and fuel–efficient operations. Routes must be geographically congruent with the roads GIS layer provided by the Municipality. Route Optimization Software (ROS) System: Provide, configure, and support a commercial, off–the–shelf route optimization software system already in use by waste collection authorities. Software Requirements: Seasonal route changes based on seasonal waste generation; Address–based route creation and modification; Real–time vehicle tracking and route completion status; Dynamic adjustments to modify or reassign routes in progress; Integrated mobile navigation with turn–by–turn voice guidance, rerouting, and traffic–aware adjustments; Offline capability with automatic data sync when reconnected. (2) The contract period will be for three years.
