The State of Michigan is seeking a qualified vendor to provide a fully hosted Freedom of Information Act (FOIA) software system. The proposed solution must include comprehensive features such as request intake and tracking, a public-facing online request portal integrated with the agency website, and the automated assignment of unique tracking numbers for each FOIA request. Additional requirements involve providing status updates and notifications to requestors, internal dashboards for tracking request lifecycles, and case management tools that facilitate routing and task assignment to staff, along with internal communication and collaboration capabilities.
The system must offer robust document management and redaction functionalities, including secure upload, storage, and indexing of responsive documents, advanced redaction tools for text, metadata, and images, as well as version control and batch processing. Compliance and reporting features are expected, such as automated time tracking for statutory deadlines and both standard and customizable reporting on metrics like request volume and response times. Security measures should include cloud-based SaaS deployment, role-based access control, and audit logs. Preferred integrations include Microsoft Outlook or Exchange email systems. The contract period for this engagement will be five years.
