The agency seeks a vendor to provide and implement a purpose-built, secure, and configurable forensic laboratory request management system. The solution should be an off-the-shelf platform built for, or well suited to, forensic science workflows and should manage laboratory requests from inception through completion using transparent, configurable workflows.
The system must provide seamless bi-directional integration with the Police Department’s current Records Management System (RMS), including CJIS-compliant data exchange, API support, standardized formats such as NIEM, XML, and JSON, and field-level data mapping. It should also support future RMS transition requirements and provide robust migration capabilities from legacy systems, including FileOnQ.
Required capabilities include secure internal and external user portals, workflow tracking, accreditation-readiness support, and comprehensive reporting and analytics. Reporting should include customizable case-volume, turnaround-time, backlog, and statistical reports; dashboard visualizations; searches across system fields; ad hoc queries; and exports to CSV, Excel, Word, and PDF while preserving formatting. The contract period will be one year, and all questions must be submitted by September 1, 2026.
