The selected vendor will provide comprehensive flexible spending account (FSA) services, including the setup, implementation, and administration of a flexible benefits cafeteria plan. Core responsibilities will cover the design and development of plan documents, as well as the installation and implementation of the cafeteria plan.

The scope includes support for plan enrollment through group meetings, benefits fairs, and the provision of enrollment materials. The selected firm will administer the plan by managing reimbursements, providing online account access, processing payments by check or direct deposit, and supplying on-demand reporting for the plan sponsor. Additionally, services will include overseeing a debit card program, annual close-out reporting, and conducting annual non-discrimination testing.
