Minnesota agencies are seeking a qualified vendor to provide a comprehensive fiscal map dashboard and data infrastructure service. The initiative encompasses three integrated objectives aimed at both addressing immediate analytical requirements and ensuring the long-term sustainability of the fiscal mapping process.

The vendor will first be responsible for developing an interactive Power BI dashboard, transforming the $825 million fiscal map into a dynamic analytical resource. This dashboard must offer self-service access for 50–75 primary users spanning 10–12 agencies, enabling enhanced data-driven decision making. Secondly, the selected vendor will construct the underlying technology infrastructure and develop supporting materials to establish a repeatable process for updating the data, thereby minimizing the administrative burden on agencies as fiscal year data is collected and integrated.

Finally, the vendor will create a comprehensive roadmap that outlines how to implement a more centralized process for extracting appropriations data from the Minnesota data warehouse, obtaining spending information on Medicaid-covered services, and integrating state expenditure data. The overarching goal is to deliver a solution that streamlines data management and enhances the effectiveness of fiscal mapping across participating agencies.
