The State of California is seeking a comprehensive FinOps and Hybrid Cloud Management platform to replace its current legacy tooling. The desired solution must offer strict compliance with the FOCUS FinOps standard, ensuring interoperability and advanced automated reporting capabilities. Additionally, the platform should provide granular security visibility for east–west traffic within on–premise infrastructure.

The platform may be deployed as either a SaaS-based or self-hosted solution. Key requirements include the ingestion of cost data from major cloud providers and on-premise sources, with adherence to the FOCUS data schema. The system should support advanced operational optimization such as automated anomaly detection, duty cycle analytics, and workload rightsizing recommendations.

Further, the solution must offer robust governance and security features, including policy-based control frameworks and analytics for network flow visibility and microsegmentation within on-premise environments (using standards such as IPFIX/AHV). Sustainability and strategic planning capabilities, including carbon reporting and FTE cost attribution, are also required as future roadmap functionalities.
