The selected vendor will provide comprehensive financial underwriting services to assist a government authority in Virginia. This includes evaluating the financial feasibility, risks, and opportunities related to affordable housing financing applications, unsolicited development proposals, and responses to competitive solicitations aimed at supporting the county’s goals for new development and preservation of housing units.

Responsibilities involve underwriting each application in line with generally accepted standards, preparing comparative summary analyses, and offering conclusions regarding financial feasibility, risks, subsidy layering, stress tests, and ongoing compliance with long-term affordability requirements. The vendor will additionally participate in iterative underwriting during negotiations, advise on deal structuring, and provide technical support via meetings and correspondence with county staff.

Additional duties include reviewing third-party reports, construction and development contracts, monitoring budgets and operating pro formas, and ensuring cost reasonableness. Strategic advisory services are also required to help develop program guidelines, policy materials, funding structures, and training and technical assistance for staff, with an emphasis on best practices in affordable housing finance.
