The scope of work encompasses several phases: evaluating the current state of oral health expenditures in Kansas; modeling the feasibility, costs, and strategic benefits associated with developing the dental school; and conducting detailed financial, operational, and comparative cost-benefit analyses. The consulting firm will also assess academic program models, accreditation requirements, clinical education infrastructure, faculty and workforce needs, and governance structures, ensuring alignment with regional and statewide oral health workforce demands.

Additionally, consultants are expected to inventory existing programs, facilities, and areas of expertise to recommend the most cost-effective and collaborative academic structures across multiple campuses. Consideration of rural health workforce development and specialized care needs will be emphasized. For facility planning, the consultant will advise on recommended facility types, space, technologies, and state-of-the-art equipment to support both educational and clinical functions, including options to build, lease, or utilize existing spaces.
