The government authority in Georgia seeks a vendor to provide comprehensive financial advisory services, including advising on financial matters such as debt affordability, alternative financing for capital projects or programs (including P3s and securitization of revenue streams), and toll revenue bonds. The selected vendor will assist with preparing value-for-money studies, support procurement and selection of professionals and services, and offer market research on commercial opportunities related to innovative transportation technology and data.

Additional responsibilities include support for related procurement efforts, advising on rating agency matters, preparing rating agency presentation materials, assisting with loan and private activity bonds processes and documentation, and procuring sub-contractors for expertise in traffic and revenue analysis, insurance, and other relevant fields. The vendor may facilitate studies and reports, attend meetings, perform tasks necessary to project or program financial matters, analyze financial proposals from developer teams and finance providers, and assist with the commercial and financial portions of procurements—covering risk analysis, benchmarking interest rates, and reviewing financial models. The contract period will be three years.
