(1) Vendor needs to provide finance transformation strategy consulting services. – Inventory of vendors, systems, and integrations. – Inventory of data sources including data transmission, schedules, and file types. – Analysis comparing existing chart of account structure in agency finance system and account structure – Providing a complete view of agency use of data maintained within the agency system for legal and regulatory compliance, internal analysis, and other external reporting requests. – Development of Target Operating Model – Evaluate current finance function performance to identify gaps and design a target operating model defining the desired future state in terms of financial data, processes, technology, and talent capabilities. – Develop a strategic roadmap to accomplish this desired future state and maximize organizational value, including prioritization and timeline of optimization efforts – Provide recommendations for agency staffing resources for both the Finance team and supporting Information Technology team for the implementation of the new general ledger accounting system (2) A mandatory question & answer virtual session will be held on February 20, 2026.
