A government authority in Santa Monica, California is seeking a vendor to provide comprehensive fiber optic infrastructure services. The scope of work includes underground utility construction such as excavation, trenching and backfilling in both public rights-of-way and private properties. The vendor will be responsible for installing HDPE, PVC, and galvanized steel conduits, as well as precast polymer concrete pull boxes and service cabinet foundations. Additional tasks involve pavement removal and restoration, and the provision of all necessary traffic control measures, including signage and barricades in compliance with agency, Caltrans, and City standards. Coordination with utility locators, permitting agencies, and other stakeholders is also expected.

For fiber optic cable installation, the vendor will pull and install cables in new or existing conduits, perform fusion splicing and termination of single-mode and multi-mode fibers, and install splice enclosures, trays, and rack-mounted patch panels. Industry-standard testing such as bi-directional (1310/1550 nm) and power meter testing is required, with documentation to be submitted within two business days of completion.

Building cabling work involves installation of fiber infrastructure within commercial, residential, and municipal buildings. Tasks include coring, fire-sealing, and installing conduit through walls, ceilings, and rooftops. Vendors must install junction boxes, racks, patch panels, and wall/floor-mounted cabinets in telecom rooms, and coordinate with building owners and tenants to minimize disruption and ensure compliance with building codes. All questions regarding the RFP must be submitted by March 11, 2026.
