Vendor needs to provide federal government consultant service. – Developing a written strategy to increase agency research funding profile – Conduct a comprehensive resource inventory of agency capabilities, programs, existing agency relationships, and research strengths to align future funding requests with agency priorities and laboratory needs – Executing an agency engagement plan with key agency program managers and agency leadership. – Executing a legislative engagement strategy targeting agency authorization and appropriations. – Drafting background materials, letters of support, and position papers on relevant agency federal funding legislation – Developing legislative and report language for inclusion in authorization and appropriations bills that highlight agency research relevance and direct or encourage agency to pursue associated initiatives. – Scheduling meetings with key executive branch personnel and congressional staff. – Providing monthly written updates and additional reports upon request.
