(1) Vendor needs to provide facilitation, policy development and community outreach professional services. – The selected consultant will support First Impressions of agency in leading Early Childhood Council facilitation, policy development, and community engagement efforts to advance local conversations and planning around sustainable early childhood funding and potential ballot language. – Provide strategic guidance, structured facilitation, policy expertise, and communications support to ensure an informed, transparent, and community–driven process. – The consultant will serve as the lead facilitator and project coordinator for all steering committee and stakeholder activities, guiding the process from early discussions to consensus on funding priorities, policy direction, and governance recommendations. – The consultant will assist in developing policy recommendations and potential ballot language that are feasible, data–driven, and reflective of community priorities. – The consultant will design and lead an inclusive, transparent, and data–informed engagement process to ensure that all segments of the agency community have an opportunity to understand and contribute to the early childhood funding initiative. – Provide overall project management to ensure the work remains on schedule, within budget, and responsive to stakeholder needs.
