(1) Vendor needs to provide facial comparison application service– Agency Seeking a qualified vendor to provide a Facial Comparison Application that will enable one–to–many image searches against approximately 540,000 mugshot images stored in the existing Records Management System.– The process of facial comparison utilizes technology and biometrics (typically through Artificial Intelligence (AI)), to identify human faces and map facial features captured from a photograph or video and then compare the information as mapped within a database of known faces to find a match per the following analysis stages:– Detection – The biometric (mathematically driven algorithm) scans the image, measuring variables like distances and shapes to a face.– Analysis – Pinpoints specific facial features to obtain a more accurate candidate match by measuring distance between eyes, length of nose, shape of chin and much more.– Recognition: Sorts through large datasets (i.e. mugshot images) to provide a potential candidate match within minutes, which is then verified by a trained law enforcement member.
