The State of Washington is seeking a software solution capable of extracting, analyzing, and reporting data from iOS and Android devices. This solution must enable access to and extraction of data from a wide range of devices and operating systems, including the capability to process information from encrypted or locked devices using advanced, legally compliant techniques.
Key requirements include the ability to extract data from applications, call logs, messages, contacts, multimedia, system files, and to process search warrant returns from providers such as Google and Facebook. The software should support retrieval of deleted or hidden data when possible, provide automated categorization, support keyword searching, pattern recognition, and timeline visualization, and offer advanced analytics for identifying user relationships, geolocation, and behavioral patterns.
The platform must generate customized, exportable reports in formats such as PDF and CSV, maintain proper chain of custody documentation, ensure strong encryption for stored and transmitted data, and create comprehensive audit trails of all activity. Additionally, the software must comply with relevant local and international data privacy regulations. The anticipated contract period is five years.
