The State of Texas is seeking a qualified vendor to provide an exemption audit solution that seamlessly integrates with existing agency systems. The primary objective is to implement a proven solution that supports exemption enforcement and delivers lasting value through comprehensive audit capabilities.

The vendor's solution must use data mining and verification techniques, drawing from national databases and a wide array of authoritative data sources, such as death and probate records, driver’s license and vehicle registration databases, voter registration rolls, property ownership and occupancy data, marriage licenses, jury lists, and other public records. The system will audit the agency’s current residential exemptions roll to identify duplicate exemptions, accounts associated with deceased property owners, homestead exemptions claimed by individuals no longer residing at the property, and other ineligible exemptions.

Additionally, the vendor will be responsible for providing thorough data evaluation, scoring, and reporting, culminating in a comprehensive results report that flags accounts with exemption concerns.
