The State of Colorado is seeking a vendor to develop an Excel workbook solution for Greenhouse Gas (GHG) emissions calculation and reporting. This project aims to create Excel workbooks that stakeholders can use to collect all necessary data elements and fulfill reporting requirements, functionally replacing the existing e-GGRT system.

The selected contractor will be responsible for designing comprehensive Excel workbooks that support GHG emissions calculations and enable organized data collection for rapid extraction of summary results. Work includes developing a draft Excel workbook solution for an undeveloped equation within a specified subpart related to GHG emissions, independently compiling information, computing emissions, and validating that all calculations and equations function as required.

Before expanding to additional calculation workbook solutions, the draft must receive approval. The contractor will also provide a development plan documenting which additional subparts will be addressed and the proposed schedule. All calculations are to be validated to ensure reliable results.
