Vendor needs to provide evaluation management system. The contractor shall provide an Evaluation Management System (EMS) that will effectively and efficiently design, deliver, analyze and report the required Levels 1 – 4 training evaluation data. This system shall be capable of integrating and interfacing with other agency data and financial systems required by the agency or the Office, such as the Integrated Talent Management (ITM) System, without requiring modifications to these systems. The EMS system identified will be purchased as a commercial off-the-shelf (COTS) product. The selected EMS shall be available to all IRS employees. The system shall be user friendly. The system shall have a Help Function. The system shall incorporate job aids and prompts. The system shall be 508 compliant for authorized users of the system. The system shall be 508 compliant for individual users providing evaluation input, (i.e., completing training evaluations created through the system). The system shall provide access to authorized users. The system shall have the capability to receive course, class and survey data from the LMS, including data from custom fields. The system shall provide accessibility and store the Level 1 through Level 4 training evaluation data in a database for the purpose of generating reports and dashboards. The system shall run queries and produce reports with certain fields hidden. The contractor shall support ad hoc and customized reports.
