The State of California is seeking a qualified vendor to support the implementation of an Enterprise Resource Planning (ERP) project, along with comprehensive change management services. The selected vendor will deliver analytical, advisory, and documentation assistance to develop contract-related and program planning documents for the State Connect initiative.

Responsibilities include reassessment of existing contracts to identify areas for improvement, clarification, or potential restructuring. The vendor will draft Requests for Information (RFIs) and facilitate the collection of stakeholder input to inform future contracting strategies. Collaboration with stakeholders is essential for identifying service gaps, workflow obstacles, and unmet needs within the organization.

Additional tasks involve identifying potential new service opportunities, conducting feasibility and regulatory analyses, and providing recommendations for new service procurement through existing or new contracts, MOUs, or grants. The vendor will also offer advisory support for project management activities related to transitions, service integration, infrastructure planning, procurement, financial workflows, and equipment distribution. Guidance will be provided on incorporating future products and services into the project roadmap, including considerations related to delivery methods.
