The software must feature a public portal, accessible only during the annual appeals period, and interface directly with the Assessor’s Office CAMA system to validate petitioners’ information and property data. The platform should automatically determine if the petitioner is an owner, agent, or state attorney, and send email notifications regarding submission receipts according to specified templates.

Administrative functionality is vital, including the ability for Super Admins to assign user authorizations based on role, display available appointment slots by room type and appraiser availability, and export all online queries and reports in Excel, CSV, PDF, or Word formats. The system must fully support the Microsoft 365 platform and include development, test/QA, and production environments. Robust data recovery is required, including weekly full database backups, daily delta backups, and total database restoration capabilities. The contract will span one year, and vendors are required to submit questions by March 11, 2026.
