The project involves delivering science-based and defensible information to support council decision-making regarding future land use, zoning, and development. Responsibilities include coordination and technical reporting, data compilation and records review, as well as field verification and targeted environmental sampling.

The vendor will develop a conceptual site model, evaluate exposure pathways and receptors, identify mitigation measures, and assess land use compatibility. The scope further includes evaluating groundwater and extreme events, mapping remediation infrastructure, and analyzing impacts from structural loads, foundation systems, grading, and soil compaction. Recommendations for setbacks, load restrictions, engineering controls, and construction requirements will be provided. Additionally, the evaluation will cover noise, air quality, wildfire risk, emergency access, infrastructure constraints, and downstream public safety risks associated with extreme events. GIS-based maps delineating contamination areas, protection zones, and development constraints are required as part of the deliverables.
