A new Doctor of Veterinary Medicine (DVM) program in South Carolina is seeking a qualified vendor to deliver and support an enterprise veterinary imaging and workflow platform. The chosen solution must be fully deployed, validated, and operational in advance of the program's launch, and it should support clinical, educational, and research functions across all pertinent veterinary imaging modalities.

The platform should encompass features such as a Picture Archiving and Communication System (PACS) with vendor-neutral archiving, a zero-footprint viewer, DICOM modality worklist, reporting capabilities, and open APIs. It should offer annual workflow and configuration reviews with the institution’s IT leadership, and facilitate collaboration for system scaling, feature enhancements, and interoperability initiatives. Compatibility with either Oracle or MS SQL database technologies is required.

The solution must provide tools and APIs for advanced image processing and allow integration with third-party AI and analytics. Role-based worklists, real-time image retrieval and sharing, and a case-based learning environment for student access to controlled imaging datasets are essential features. Data ownership must remain with the College of Veterinary Medicine (CVM), with provisions for bulk export of images, reports, and metadata at no additional cost beyond storage. The platform should also support Instinct Vet-driven modality worklist integration, include comprehensive technical and operational documentation, and utilize currently supported versions of application frameworks such as Java or PHP. Backup and maintenance scripts should be provided as part of the technical documentation.
