(1) Vendor needs to provide enterprise resource planning system replacement service. The agency requires an integrated solution that supports municipal financial management, payroll/HR, procurement, asset and project tracking, reporting, and citizen–facing services. The agency intends to select a solution that improves operational efficiency, enhances data accessibility, strengthens reporting capabilities, and ensures long–term sustainability within the agency’s small but evolving administrative environment. • Functional Requirements: – General Ledger (GL) with flexible chart of accounts; – Accounts Payable, including EFT, cheque runs, approval workflows; – Accounts Receivable and cash receipt processing; – Canadian payroll (BC–specific calculations); – Time and attendance, leave management, training records; – Employee self–service portal; – Property tax billing, penalties, adjustments, tax certificates; – Utility billing (metered/flat–rate), penalties, autopay, consumption reports; – Customizable financial reports, dashboards. (2) All the questions must be submitted no later than February 25, 2026.
