(1) Vendor needs to provide enterprise resource planning system. • Conduct stakeholder interviews and process mapping across all departments. • Document current workflows, system limitations, and pain points. • Evaluate current GIS systems, data structures, and integration points with permitting, work orders, asset management, and utility operations. • Assess payroll complexities, including: o 24/7 operations for Police and Fire o Multiple shift schedules o FLSA rules for public safety o Kelly days, overtime rules, and special pay types o Certification pay, assignment pay, and step plans • Identify opportunities for modernization, automation, and improved internal controls – Future–State Requirements Development • Facilitate workshops to define functional, technical, and reporting requirements. • Develop a comprehensive requirements matrix aligned with municipal best practices. • Include detailed requirements for: o GIS integration with permitting, inspections, asset management, utility billing, and public works o Advanced payroll functionality for Police and Fire, including automated shift differentials, overtime calculations, and compliance with FLSA and collective scheduling practices – ERP Market Analysis & Vendor Shortlisting • Provide an overview of leading ERP solutions suitable for mid–sized municipalities. • Identify vendors with proven GIS integration capabilities (e.g., Esri–based workflows). • Identify vendors with strong public safety payroll modules. • Assist in developing a shortlist of qualified ERP provider – Evaluation & Selection Support • Facilitate structured scoring sessions with City evaluation teams. • Coordinate vendor demonstrations, including: o GIS–enabled workflows o Police and Fire payroll scenarios o Timekeeping and scheduling demonstrations • Provide comparative analysis and final recommendation documentation. – Optional Services • Implementation readiness assessment. • Change management planning. • Project governance framework development.
