The City is seeking a qualified vendor to provide an Enterprise Resource Planning (ERP) system featuring advanced Geographic Information System (GIS) integration and comprehensive payroll functionalities, particularly tailored for public safety departments. The selected vendor will conduct stakeholder interviews and process mapping across all municipal departments to document current workflows, system limitations, and operational pain points. Additionally, an evaluation of existing GIS systems and data structures is required, with emphasis on integration points for permitting, work orders, asset management, and utility operations.

The project scope includes a thorough assessment of payroll complexities unique to 24/7 Police and Fire operations, including multiple shift schedules, FLSA compliance, Kelly days, overtime, special pay types, certification and assignment pays, and step plans. The vendor is expected to facilitate workshops to develop detailed functional, technical, and reporting requirements, aligning with municipal best practices and focusing on modernization, automation, and enhanced internal controls.

As part of the engagement, the vendor will provide a market analysis of leading ERP solutions suitable for mid-sized municipalities, identify solutions with proven GIS integration—such as Esri-based workflows—and demonstrate robust public safety payroll capabilities. Support includes assisting the City in shortlisting qualified ERP providers, coordinating structured evaluation sessions, arranging vendor demonstrations focused on GIS-enabled workflows and public safety payroll scenarios, and delivering comparative analysis with final recommendations. Optional services may include assessments for implementation readiness, change management planning, and project governance framework development.
