Vendor needs to provide enterprise resource planning software. The City currently manages asset-related information across multiple systems, including finance, operational systems, and GIS-supported tools, without a centralized corporate asset register or integrated asset lifecycle framework. The consultant will document business processes currently supported by the City’s ERP, HRIS, and Tempest systems. This includes workflow mapping, identification of pain points, data/reporting limitations, and other operational challenges. At least 60 unique workflow diagrams will be required. HRIS solution: This includes organizing and embedding requirements, drafting evaluation criteria, and developing a scoring matrix and assessment framework. The consultant will provide a recommendation to the City on payroll functionality and where it is best suited for processing (ERP or HRIS system). Technology Strategy & Deployment Roadmap: The consultant will develop a realistic, multi-phase roadmap outlining how the City can transition to the recommended future technology environment. This roadmap will consider and include details on: IT and staffing capacity; IT infrastructure requirements; resourcing needs, including any necessary secondments; integration requirements; project dependencies; timelines; a comprehensive risk register; cost drivers; and readiness activities.
