The City of British Columbia is seeking consulting services to support the planning and implementation of an enterprise resource planning (ERP) software solution. The current environment manages asset-related information through multiple systems, such as finance, operational, and GIS-supported tools, but lacks a centralized asset register and an integrated asset lifecycle framework.
The selected consultant will be responsible for documenting existing business processes and workflow mapping supported by the City's ERP, Human Resource Information System (HRIS), and Tempest systems. This work will involve creating at least 60 workflow diagrams, identifying pain points, and assessing current data and reporting limitations. Additional scope includes organizing and embedding HRIS requirements, drafting evaluation criteria, and developing a scoring matrix and assessment framework. The consultant will also offer recommendations regarding payroll functionality and whether it should reside within the ERP or HRIS system.
A significant deliverable will be a comprehensive technology strategy and multi-phase deployment roadmap, guiding the City's transition to the recommended future technology environment. The roadmap will address IT and staffing capacity, infrastructure requirements, resource and integration needs, project dependencies, timelines, a detailed risk register, cost drivers, and readiness activities.
