The State of Texas is seeking a qualified vendor to provide comprehensive managed cloud services on the Microsoft Azure platform. The engagement requires the operation and management of an enterprise-scale Azure environment, featuring an onshore support model that delivers 24/7/365 coverage at Levels 1 through 3. This includes continuous monitoring and robust incident response capabilities.
Vendors must demonstrate that they possess and actively utilize a high-level Microsoft support plan such as Azure Professional Direct Support or its equivalent. A clear escalation process to Microsoft engineering teams for advanced (L3/L4) support issues is required, along with evidence of a dedicated Service Delivery Manager or Technical Account Manager. Vendors should outline the minimum experience required for cloud engineers, Site Reliability Engineers, database administrators, and those supporting Epic on Azure, and must specify relevant technical certifications for each role, including (but not limited to) Azure Administrator, Azure Solutions Architect, and Azure Security Engineer.
Vendors must clarify whether assigned personnel are dedicated exclusively to this engagement or are shared across multiple clients. If resources are shared, the maximum engineer-to-client ratio must be indicated. Responsibilities include conducting Azure billing and consumption reviews, detecting cost anomalies, and providing proactive cost optimization and reporting with a dedicated toolset. All related questions from interested vendors are required to be submitted by January 5, 2026.
