DESCRIPTION

The City seeks a vendor to provide an enterprise permitting and licensing solution (EPL) along with system implementation services. The solution should include data management capabilities, configurable report templates, dashboards, analytics tools, and a user-friendly public portal for permitting tools and resources.

The system must be GIS-based and interface directly with the City’s existing data management infrastructure, including its ESRI-based GIS programs. It should integrate permitting data with internal and external systems, eliminate redundant data entry, maintain data integrity, and connect with the City’s canonical parcel, centerline, and address data from Base Units infrastructure using ESRI ArcGIS Online and the ESRI Geocoder API specification.

The selected vendor will collaborate with City staff to support the successful launch of the public portal and provide onsite assistance during go-live. The license subscription must include software updates, upgrades, and platform changes throughout the contract term and any optional extensions. A pre-bid meeting is scheduled for August 25, 2026, and questions are due by September 8, 2026.
