Summary:
Seeking a vendor to deliver, implement, and support a modern SaaS-based identity and access management platform for ICBC in British Columbia.
(1) Vendor needs to provide enterprise identity and access management platform– Agency is seeking a qualified and experienced SI to provide end–to–end enterprise delivery, implementation and support services for its identity management modernization initiative. The scope includes delivery of a modern SaaS IGA solution, a modern SaaS PAM solution (optional at agency discretion), transition services, advisory support, and other optional and adjacent services as outlined below. Solution Provision and Implementation: Supply, configure, and implement a modern, scalable, and cloud–hosted (SaaS) IGA solution to replace Oracle EIAM. Design and deploy automated identity lifecycle management capabilities covering joiner/mover/leaver processes, access provisioning/deprovisioning, and self–service access requests. Implement access certification, attestation, and governance workflows to ensure accountability and compliance across the enterprise. Define and execute migration and coexistence strategies, including phased rollout, pilot deployments, and rollback plans to minimize operational disruption. Integration and Interoperability: The proposed IGA and PAM solutions will integrate each other and with ICBC’s core enterprise systems, including: Active Directory and LDAP directories (on–premises), Entra ID (Azure) and AWS IAM; Human Resources systems (authoritative source of employee and contractor data); IT Service Management (ITSM) platform for access request workflows; Business applications and shared services; and Logging, monitoring, and reporting tools. (2) All the questions must be submitted no later than December 18, 2025. (3) The contract period will be for one year.
