The Office of Information and Technology (OIT), End User Operations (EUO) is requesting information on enterprise encryption software solutions for compact discs (CDs) and digital versatile discs (DVDs). The department is seeking a replacement for its enterprise-wide encryption deployment, which is set to expire in May 2026. The solution is critical for encrypting removable media, including digital images, when providing veterans with copies of their confidential medical records.

Key requirements include ensuring all communications between agents and the management console are encrypted and utilizing FIPS 140-3 compliant encryption for both data-in-motion and data-at-rest by September 2026. The solution should support centralized management, be compatible with Windows 11 Professional, and allow for software updates to be pushed from the server over the network. The system must support adjustable logging levels, concurrent access for multiple analysts, and a web-based user interface for the management console.

Best-fit vendors:

• Proven expertise in enterprise encryption software for removable media

• Experience with FIPS 140-3 compliant solutions

• Ability to deliver centralized, web-based management platforms

• Familiarity with healthcare data privacy requirements

• Prior work with government or large healthcare institutions
