DESCRIPTION

The issuing organization seeks a vendor to deliver an enterprise eLicensing platform to replace its legacy permitting system with an Appian-based solution. The project is intended to modernize permitting, licensing, and compliance management through a unified, scalable system that improves efficiency, transparency, and user experience for both internal staff and external users.

The new platform is expected to simplify and streamline business processes while maintaining regulatory compliance. Scope elements include consolidating more than 300 permit types into a consistent framework, developing reusable components such as standard forms, workflows, notifications, and dashboards, and implementing an enterprise-level solution that supports cross-agency collaboration and aligns with broader IT strategy.

The project also includes permit modeling, data mapping and migration, pilot permits, core platform build and common components, and go-live preparation and deployment. The solution must support statutory timelines, reporting requirements, and automated enforcement, while enabling integration with existing systems, municipal systems, and enterprise data platforms. It should also remain flexible enough to adapt to future regulatory and business changes.
